RESEARCH ENTERPRISE

January 11, 2007

The RESEARCH ENTERPRISE is the new mode of communication from the IUPUI Office of Research and Sponsored Programs (R&SP). The ENTERPRISE is published monthly, distributed by e-mail, and contains time sensitive research information as well as links to information on grants and contracts, funding opportunities, research compliance, and research centers. This information is in the process of being reorganized and will be updated monthly. The Office of Research and Sponsored Programs appreciates your feedback on this publication. ANNOUNCEMENTS

APPLICATIONS FOR IUPUI CENTER/INSTITUTE STATUS
A new process for reviewing applications for IUPUI center/institute status has been established. Instructions for submission of applications are available at http://research.iupui.edu/resg/iupui-center-request.htm. Applications will be reviewed within 6 weeks of receipt date.

IUPUI REGISTRATION OF HUMAN AND PRIMATE CELL LINES
Per OSHA and CDC regulation, all human and primate cell lines, primary or established, must be handled at Biosafety Level 2. As a result, any research involving these cell cultures at IUPUI must be registered one time with the Research Compliance Administration office. Laboratories will be subject to a single inspection by the Biosafety Manager. To aid in this registration, the Committee has developed a short Registration Form which can be found on the Research and Sponsored Programs webpage at the following link:
http://research.iupui.edu/spon/biohazard_application.rtf.

IUPUI IRB POLICY REGARDING CHILD ASSENT
The IUPUI IRB Executive Committee agreed upon a policy with regard to obtaining assent from children to enter a clinical trial. The policy specifies that assent documents must be offered to children aged 7 to 17 and hence all children age 7 or older will be asked to provide assent. If Principal Investigators believe this is unreasonable the PI must prospectively request a waiver of assent. When a waiver is granted by the IRB, the IRB will require an age-appropriate information sheet to be provided to the child subject. This policy applies to all new study submissions. Existing studies shall be updated at the time of continuing review. Forms are available on the IUPUI Research Compliance Administration (RCA) website. http://research.iupui.edu/spon/rescompcontent2.htm For detailed information or questions contact any IUPUI RCA staff member at 274-8289 or resrisk@iupui.edu.

VA INFORMED CONSENT STATEMENT NOW MANDATORY AT IUPUI
In an effort to comply with VA regulations, the IUPUI IRB will now require all investigators with active enrollment of subjects at the VA to submit the VA-specific informed consent form 10-1086. This applies to both new and existing studies with open enrollment at the VA hospital. Forms are available on the IUPUI Research Compliance Administration (RCA) website http://research.iupui.edu/spon/va_forms.htm. Questions may be directed to any RCA staff member at 274-8289 or resrisk@iupui.edu.

NIH REQUIRES ELECTRONIC SUBMISSION OF RO1 GRANTS
Beginning February 5, 2007 NIH is requiring that Research Project Grants (RO1s) be submitted electronically via Grants.gov. All RO1 applications with a receipt date of February 5, 2007and beyond must be submitted electronically and paper copies will not be accepted by NIH after this date. For electronic submission go to http://www.grants.gov. This website contains a link entitled “apply for grants”. When you access this site you will be able to choose grant application packages for a variety of grant mechanisms. All electronic grant application packages use the same standard form 424. For additional information on the R01 submission transition, visit http://era.nih.gov/ElectronicReceipt/news_11-3-06.htm. Questions can also be directed to Amy Arvin in the IUPUI Office of Research and Sponsored Programs aarvin@iupui.edu or 317.278.5367.

NIH: CHANGES IN STANDARD SUBMISSION RECEIPT DATES
Grant submission receipt dates have changed for applications submitted to NIH, Agency for Healthcare Research and Quality (AHRQ), and National Institute for Occupational Safety and Health (NIOSH). The new dates are effective as of January 2007 and will apply to both paper and electronic applications. For additional information, see http://grants.nih.gov/grants/guide/notice-files/NOT-OD-07-001.html. Questions can be directed to Michelle Artmeier in the IUPUI Office of Research and Sponsored Programs at martmeie@iupui.edu or 317.278.8644.

NIH FISCAL POLICIES CHANGE
Inflationary adjustments for existing non-competing renewal awards will not be made in FY2007. NIH Institutes and centers (ICs) will maintain the flexibility to supplement non-competing awards on a case by-case basis according to scientific and programmatic imperatives. For more information go to http://grants.nih.gov/grants/guide/notice-files/NOT-OD-07-030.html

UPDATES

IDENTIFYING FUNDING OPPORTUNITIES: On-line search tools are available to IUPUI investigators who are interested in identifying funding opportunities in their areas of interest. Several are listed below:

Community of Science (COS): COS is a primary on-line search tool for identifying funding opportunities. To take advantage of this powerful tool, register at http://www.cos.com/login/join.shtml. Once you have completed the short registration process, you can personalize your search by selecting the option entitled “launch your workbench”. You can search for funding opportunities using key terms and save the results of up to 20 searches and have them directly delivered to you weekly via email.

National Institutes of Health (NIH) “NIH Guide”: To take advantage of this search tool, register at http://grants.nih.gov/grants/guide/listserv.htm. It allows you to receive discipline specific funding opportunities that are delivered to you weekly via email.

National Science Foundation (NSF) “MyNSF”: To take advantage of this search tool register at http://www.nsf.gov/mynsf/. It allows you to receive discipline specific funding opportunities that are delivered to you weekly via email.

Limited Submission Funding Opportunities : Occasionally a funding agency places a limitation on the number of proposals that can be submitted from a campus or university system. For a description of the upcoming “limited submission” funding opportunities, guidelines and application forms, go to: http://www.srs.indiana.edu/LimSub/LimSub.asp. Questions can be directed to Etta Ward at emward@iupui.edu or 317.278.8427.

DID YOU KNOW?

RESEARCH FACTS:

Number of research dollars awarded to IUPUI for November increased by 9.3% over the previous November. For the same period, number of research dollars awarded to Indiana University at Bloomington decreased by 13.6%.

For the year to date, awards to the Indianapolis campus are down 4.2 % compared to a year ago.

Full-time academic life scientists reported a mean salary of $78,000, an increase of 5.4% since last year. Academic post doctoral fellows received an average increase of 8.1%, giving them a mean salary of $40,000. Older scientists tended to find their work more satisfying than younger scientists. Many younger scientists listed mentoring and guidance among the most important factors in their job satisfaction. (American Association for the Advancement of Science, 2006).
