NOTICES
CONGRESS
CONTINUING RESOLUTION BUDGET
Today Congress is expected to pass a continuing resolution
budget that will give NIH a 600 million dollar increase.
The budget provides 483 million for the Common Fund
which relieves the Institutes and Centers of this obligation
thus making more funds available in the Institutes and
Centers. A new Junior Pioneer awards program will receive
40 million to fund high risk research. A new fund in
the Office of the Director will provide 91 million to
support new investigators in order to maintain the number
of awards to first time awardees at the average of 1500.
The 600 million NIH budget increase, along with savings
from the previous elimination of inflationary increases
in individual project budgets, will provide funding
for 970 additional R01 equivalents.
The National Science Foundation will receive an increase
of 335 million to fund innovative basic science research
programs in order to enhance U.S. global competitiveness.
The Department of Energy, Office of Science, will receive
an increase of 200 million to support research on new
energy technologies.
The
Department of Energy, Office of Energy Efficiency and
Renewable Energy Resources, will receive an increase
of 300 million to support research on renewable energy
and energy efficiency.
EVENTS

CAMPUS
RESEARCH FACTS:
The
number of grant and contract proposals submitted by
IUPUI investigators rose in the past year from 2459
in 2004-2005 to 2510 in 2005-2006.
The number of grant and contract proposals awarded to
IUPUI investigators rose in the past year from 1469
in 2004-2005 to 1536 in 2005-2006.
The fact that there was a greater increase in the number
of proposals awarded to IUPUI investigators than in
the number of proposals submitted by IUPUI investigators
in the past year indicates that IUPUI investigators
continue to become more successful at writing competitive
grant and contract proposals.
The amount of external research funding obtained by
IUPUI investigators now exceeds a quarter of a billion
dollars a year.
The success rate of IUPUI investigators in obtaining
NIH funding for new grant proposals (23.5%) was greater
than the NIH average success rate for all new proposals
(20.6%) in 2005-2006.
94% of the external funding obtained by IUPUI investigators
was for grants and contracts in the area of health and
life sciences in 2005-2006.
NATIONAL
RESEARCH FACTS:
The
number of grant applications submitted to the NIH during
the past 2 years (2003-2005) equals the number of applications
submitted in the prior 5 years (1999-2003).
The number of RO1 grant applications
funded on the first submission declined from 1556 in
2002 (success rate of 18%) to 970 in 2005 (success rate
of 9%).
The success rate for renewal of RO1
grant applications declined from 49% in 2002 to 32%
in 2005.
The
success rate for RO1 grants doubles when the application
is revised and resubmitted.
IDENTIFYING
FUNDING OPPORTUNITIES
Several on-line search tools are available
to IUPUI investigators who are interested in identifying
funding opportunities in their areas of interest. Several
are listed below:
Community
of Science (COS): COS is a primary on-line
search tool for identifying funding opportunities. To
take advantage of this powerful tool, register at http://www.cos.com/login/join.shtml.
Once you have completed the short registration process,
you can personalize your search by selecting the option
entitled “launch your workbench”. You can
search for funding opportunities using key terms and
save the results of up to 20 searches and have them
directly delivered to you weekly via email.
National
Institutes of Health (NIH) “NIH Guide”:
To take advantage of this search tool, register at http://grants.nih.gov/grants/guide/listserv.htm.
It allows you to receive discipline specific funding
opportunities that are delivered to you weekly via email.
National
Science Foundation (NSF) “MyNSF”:
To take advantage of this search tool register at http://www.nsf.gov/mynsf/.
It allows you to receive discipline specific funding
opportunities that are delivered to you weekly via email.
Limited
Submission Funding Opportunities : Occasionally
a funding agency places a limitation on the number of
proposals that can be submitted from a campus or university
system. For a description of the upcoming “limited
submission” funding opportunities, as well as
guidelines and application forms, go to:
http://www.srs.indiana.edu/LimSub/LimSub.asp. Questions
can be directed to Etta Ward at emward@iupui.edu
or 317.278.8427.
